Fulbright Grant Information

The Fulbright Program offers educational and cultural exchange opportunities to both U.S. citizens and citizens of other nations. Listed below are links to the many different programs that exist for scholars and professionals, students, primary and secondary school teachers, and Fulbright alumni. The Fulbright Program’s core funding comes from annual appropriations by the United States Congress. Governments of a number of other countries also contribute direct financial and in-kind support, as does the private sector. Fulbright exchanges are U.S. government programs administered through the Department of State's Bureau of Educational and Cultural Affairs and the Department of Education's Office of Postsecondary Education. They are governed by policies and procedures established by the J. William Fulbright Foreign Scholarship Board.

Ambassadorial Scholarships


Ambassadorial Scholarships, The Rotary Foundation's oldest and best-known program, was founded in 1947. Since then, nearly 38,000 men and women from about 100 nations have studied abroad under its auspices. Today it is the world's largest privately funded international scholarships program. Nearly 800 scholarships were awarded for study in 2005-06. Through grants totaling approximately US$500 million, recipients from about 70 countries studied in more than 70 nations.

The purpose of the Ambassadorial Scholarships program is to further international understanding and friendly relations among people of different countries and geographical areas. The program sponsors several types of scholarships for undergraduate and graduate students as well as for qualified professionals pursuing vocational studies. While abroad, scholars serve as goodwill ambassadors to the host country and give presentations about their homelands to Rotary clubs and other groups. Upon returning home, scholars share with Rotarians and others the experiences that led to a greater understanding of their host country.
Generous contributions from Rotarians worldwide represent a continued faith that today’s Ambassadorial Scholars will be tomorrow's community and world leaders.

Scholarship to Japan (IMF)

IMF Postgraduate Scholarship Program
for Asian Government Officials
in Macroeconomics or Realated Field

This program concentrates on graduate-level study in macroeconomics or a related field.


Nationals from any of the following countries are eligible to apply: Cambodia, China, Indonesia, Kazakhstan, Kyrgyz Republic, Lao PDR, Mongolia, Myanmar, the Philippines, Tajikistan, Thailand, Turkmenistan, Uzbekistan, Vietnam, and Pacific Island Countries. Nationals of other countries in the region may also be considered on a case-by-case basis. If you are not sure whether you are eligible to apply, please contact the IMF Regional Office for Asia and the Pacific (see address below).


Candidates must be nominated by a senior government official from their country’s ministry of finance, economy, central bank, or equivalent agency.
Admission requirements include a bachelor’s degree from a reputable university and an outstanding academic record, appropriate work experience, and proven proficiency in English. Candidates must also pass a mathematics/statistics test, administered to those who have been successful in the initial prescreening stage.


The program offers a full scholarship for one academic year covering cost of tuition, roundtrip airfare (subject to conditions), a monthly stipend to cover housing and subsistence costs, medical insurance, and other scholar expenses.


The partnership trackThere are about 40 scholarships available under the partnership track of the program, held at four partner universities:


Graduate Institute for Policy Studies (GRIPS)
Hitotsubashi University
International University of Japan
Yokohama National University.


These universities offer a specially tailored course for Japan-IMF scholars in English. Degrees awarded are: Master of Policy Studies, Master of Public Policy, Master of International Development, and Master of Business Administration (Transition Economy Course).
The deadline for partnership track applications is December 14, 2007, for the 2008-2009 academic year. Courses begin in September/October. Applications must include an essay describing what the applicant hopes to gain from the program, a research proposal, and reference letters. The open trackThe open track of the program is available to candidates who have already been accepted to a graduate-level program in macroeconomics or a related field at any leading university in Japan. The program can be either in English or Japanese, but must include a thesis component. Doctoral candidates may also be considered.
There is no fixed limit on new scholarships for the open track, but they are generally a small number. Applications are reviewed and awarded on a rolling basis throughout the year. So while there is no specific application deadline, applicants should apply as early in the calendar year as possible, when there are still scholarships available. Applications must be submitted together with a letter of admission from the university. In Japan, the academic year usually starts in April.

Profile

The International University of Japan (IUJ) has two graduate schools (Master's degree programs); The Graduate School of International Management (GSIM; 2-year MBA Program and 1-year E-Business Management Program) and The Graduate School of International Relations (GSIR; 2-year MA programs in International Development, International Peace Studies, and International Relations). Characteristics of IUJ are as follows: Master degree programs accredited by the Japanese Ministry of Education/ Courses taught in English/ Strong ties to Japanese industrial and business communities/ International faculty of distinguished scholars/ Cross-cultural environment - Students from 50+ countries/ Exchange Programs with over 50 institutions around the world.

Comments/PR on exchanges

IUJ has an extensive list of partner schools with exchange agreement. The aim of exchange programs is to give students various opportunities to learn in different educational environments and to broaden their horizons. Up to ten credits earned at the host institution may be transferred. No extra tuition is necessary at the host institution. However, students must pay for their travel and living expenses.

Environment

IUJ is situated ten minutes outside the town of Urasa (population 15,000) in the north-western part of Japan, about 100 minutes from Tokyo by a bullet train. The pace of life in Urasa is relaxed, allowing for plenty of time to study or to get out and about and enjoy the natural surroundings. Downhill skiing at Urasa's ski resorts is relatively cheap, cross-country skiing is always free. After a day on the slopes, the Urasa hot spring is a worthy destination.

Service for International Students

All the courses are conducted entirely in English (for both Japanese and oversea students). Various levels of Japanese language courses are offered as elective courses. There are scholarships offered by several foundations for non-Japanese students. Private dormitory rooms are available for single students, and there are 18 rooms in the dormitory for married students.

MEXT (Ministry of Education, Culture, Sports, Science, and Technology) offers scholarship to foreign students who wish to study at Japanese universities.

1. How to apply for the MEXT scholarship
Scholarship recipients are recruited and initially screened by a Japanese embassy (or consulate general, depending on the country).

The preliminary screening (documentary examination, written test and interview) is made at the embassy between May and August 2007. The embassy then recommends the selected candidates to the MEXT through the Ministry of Foreign Affairs by the beginning of September.

Profile

The University of Tokyo consists of 10 faculties,15 graduate schools, eleven affiliated research institutes,21 university-wide centers and various other large and small research and educational facilities promoting diverse advanced research and educational activities. It has about 7,600 teaching and administrative staff on three campuses at Hongo, Komaba and Kashiwa. As of May 2005, The University of Tokyo had 2,144 registered internationl students, which correspond to about 7% of the total number of Japanese students. Envisaging a university open to the world, The University of Tokyo is aiming to improve its environments and terms for students from overseas so that they may enjoy a more meaningful campus life at The University of Tokyo.

Environment

The University of Tokyo is composed of three campuses: Hongo, Komaba, and Kashiwa. The main campus of the University is located in Hongo, Bunkyo-ku, Tokyo. It occupies about 56 hectares. The Komaba Campus, located in the Komaba section of Meguro-ku, Tokyo, occupies an area of about 32 hectares. The Kashiwa Campus, the newest of the three, is located in Kashiwa City, Chiba Prefecture, a suburb of Tokyo. It occupies an area of about 24 hectares.

Student Activities

Besides the annual May Festival and Komaba Festival, there are 80 student activity groups pursuing various cultural and athletic activities and an athletics union of 46 sports clubs. There is also an International Student Association.

Service for International Students

A tutoring system for International students is offered, as are classes on Japanese language and culture. In certain fields courses are offered in English. The International Center offers advice as well as cultural and language training. Offices for International students in individual faculties also provide various forms of assistance. International lodges provide residential facilities for individuals, couples and families.

Profile

Some of the special features about Ritsumeikan Asia Pacific University (APU) include its multicultural environment and dual-language education system. Another feature of the university is the focus on practical education. Half of the faculty members are from outside of Japan and the other half are Japanese. Similarly, the student body is made up of half Japanese students, the other half being international students from 65 countries and regions around the world. The multicultural environment at APU cannot be found at other Japanese universities. Classes are taught in either English or Japanese and students can choose which language they wish to take classes in. International students who have never learnt Japanese before will be able to study Japanese from beginners' level. APU has also been actively developing its Internship Program so that students will be able to reinforce what they have learnt in classes by applying it to the real world. Over 200 students in 2002 participated in the Internship Program and were able to gain valuable experiences and know-how through working in real companies.


Environment

APU is located in Beppu City, Oita Prefecture which is in the southern part of Japan. Beppu is a tourism based city with hot springs, which attract more than twelve million tourists annually. Just a five minute walk from campus are the student dormitories where International students can spend their first year.


Computer

More than 1,000 computers are available, and the number of computers per student is extremely high. Students are provided an e-mail address and account No. at the time of enrollment so they can access the internet freely.
